Online notarisation and electronic certification with eID.li
The office offers electronic notarial deeds and certifications via ebeurkundung.li. This page sets out what the Notaries Act provides for them, how to obtain an eID.li by video identification, and where the limits are.
Legal basis
Following the amendment of the Notaries Act (LGBl. 2024 No. 18), notarial deeds can be executed wholly or partly via the state notarisation and certification system (Art. 49a NotarG); certifications can also be carried out electronically (Art. 49d et seq. NotarG). The amendment implements EU Directive 2019/1151 on the use of digital tools in company law. The notary signs electronic deeds with a qualified electronic signature under the eIDAS Regulation, with a certificate provided by the Chamber of Notaries (Art. 18a NotarG).
The system is the platform ebeurkundung.li. It is open to officials of the National Administration and to notaries and substitute notaries admitted by the Chamber of Notaries who have applied for access (National Administration: eBeurkundung). Dr Florian Scheiber is listed in the Chamber of Notaries directory with the marking for electronic deeds and carries out notarial deeds and certifications via ebeurkundung.li to the extent the Notaries Act permits them electronically. In-person appointments at the office remain available.
What can and cannot be done online
- Electronic deed: throughout the whole procedure, all parties or their representatives must either be physically present before the notary or connected in real time with the notary and the other parties via the system (Art. 49a(3) NotarG).
- Mixed procedure: if some parties are connected online and others are present in person, the notary may execute either an electronic or a physical deed (Art. 49b(3) NotarG).
- Review and approval: the notary ensures that you can take note of the full content of the deed. Parties connected online approve it with their electronic signature or by consenting with their eID (Art. 49c NotarG).
- Electronic certifications: the notary can certify an electronic signature, certify a signature on a paper document electronically, certify electronic copies and certify a printout of an electronic document (Art. 49e to 49g NotarG). The notary also certifies electronic signatures in the online procedure if the signatory affixes the signature in his presence or acknowledges it as self-affixed (Art. 49e(2) NotarG).
- Limit: the notary certifies the paper signature of a person who is not physically present only in connection with a deed executed via the system, if he follows the signing without interruption and the document is transmitted electronically without delay (Art. 49e(3) NotarG).
Whether the receiving body, such as a register or an authority abroad, accepts an electronic document is clarified before the appointment; for use abroad see apostille and over-certification.
Obtaining an eID.li: video identification in three steps
To log in to ebeurkundung.li, the National Administration requires clients to have an eID.li. Activation requires a one-time registration with the Immigration and Passport Office, either at the counter in Vaduz or by video identification. Video identification is available to persons aged 18 or over; Liechtenstein and Swiss citizens need their passport, an identity card is not sufficient (National Administration: eID.li registration).
- Pre-registration: enter your personal details at videoid-eid.li. For a new registration, do not use the mobile device on which the eID.li app is installed.
- Video identification: directly afterwards or via the link sent by e-mail, at the latest 24 hours after pre-registration.
- Activation: the eID.li is usually available the following day, in exceptional cases after up to five days. If it has never been used for an online service of the National Administration, a one-time login at my.llv.li is required.
For identity checks, the Notaries Act lists, besides the electronic identity card (eID.li), electronic identification means of other EEA states recognised for cross-border authentication under the eIDAS Regulation, and means of Switzerland or other third countries recognised under Art. 15(2) of the E-Government Act (Art. 49a(2) NotarG). To log in to ebeurkundung.li, the National Administration requires the eID.li. We discuss in advance which means may be used in your case.
Procedure with us
- Clarify: we check with you whether your matter can be handled electronically, which procedure fits and which documents are needed.
- Identify: you prepare your eID.li. The notary checks your identity and records in the deed which identification means he used (Art. 49b(2) NotarG).
- Execute: at the agreed time you are connected with the notary via ebeurkundung.li, take note of the content and approve it. The notary signs with his electronic notarial signature.
A request on this website does not start an identification or a notarial act. For conventional certifications in person see certification in detail; for formations and amendments of articles see companies and commercial register.
Technology and data protection
Users log in to the system with the eID (Art. 4a E-Government Ordinance). Access and activities are logged. Electronic deeds, certifications and log data are deleted from the system automatically 60 days after completion; the official secures them beforehand and keeps them in accordance with the statutory rules (Art. 4b E-Government Ordinance, in force since 1 March 2026). The notary keeps electronically recorded deeds electronically for at least ten years (Art. 36(1) NotarG). How we process personal data is set out in the privacy policy.
Costs
The notary's fee depends on the nature, extent and difficulty of the work (Art. 21 NotarG), whether the appointment takes place in person or online. Any fees of registers or authorities are separate.
